Hi Jim,
Not incendiary per se, as already pointed out by Eric and Doug, but very dangerous especially with kids or adults with no sense. Amazing what can be found on the web when not even looking for it. But, if it was used as a "bomb", what would the exact classification it would be under be? They could be used for vandalism, offensive weapons, etc. and carry the appropriate charge of damage to propery, battery with a weapon, etc. But what would the instrument be descrived as?
