Thanks for your response. First, I am not trying to fuel anything, I was just asking questions based on all that I have read. I could not agree more that the training of Attorneys is very important and those attorneys involved in this field should seek to educate themselves. ATF and the US Fire Adminstration ran a fairly successful program for Arson Prosecutors and the feedback has been that the information presented allows them to better utilize thier witnesses and ask more appropriate questions of their experts.

I also agree that experience, in and of itself is not an accurate measurment of ability, nor is strict testing of knowledge. (I am sure that you have had a sergeant or manager that passed a test but really did not how to do the job they were assigned to - even though they had experience ( 10 years experience or 1 year 10 times syndrome?) These are just bench marks we must utilize to reasonably narrow the field.

As to meeting the requirements of 1033, I would still hold a diffent opinion. You have demonstrated that the Attorney might possess the Prerequisite Knowledge but you have not really demonstrated that they demonstrate the Prerequisite skills. Many of the skill sets involve actual scene processing.

You are probably correct in that if you have only 12 CFEI's that are attorneys it might not be worth the hassle of a seperate designation but it is unfortunate that one attorney has apparently chosen to disrespect your program and use his certification in a way that I do not believe you intended it to be utilized.

As for the Certification Guidelines, Is there some other document that the base line requirements are listed? I did not see it on the application or in the Guidebook.
