If you believe that some investigators "Add to their testimony facts which never in fact were made" that is a good reason why notes should not be destroyed. Testifying about facts that do not appear in field notes would require the witness to explain, either on direct or cross-examination why the facts appear in the report and/or testimony but not in the field notes. Perhaps there is a plausible explanation, perhaps not, but at least the difference in the notes and the report/testimony will be exposed.
