It is necessary to obtain the data, it is may not be necessary for his scenario. I was making the point that oxygen depletion calorimetry used to meaure the HRR, which Dixon was asking for, is currently measured after ignition of the sample. If this material does not produce flaming combustion, then it becomes difficult to measure given the current equipment and standards. Calibration of the equipment uses a flaming combustion source of known HRR.

I do not disagree with your other statements.
