I guess "dry" is in the eye of the beholder. With sufficient oil, the pellets may have the potnential to support flaming combustion, but I am expect the incident heat flux required for ignition would be high.
The storage of the food in relatively small pellets in a bin could be considered a pourous medium and with the introduction of oils to the pellets, this could create a self-heating condition if the bin was of a sufficent size for the associated ambient temperature. As John suggested, even if the material would not be able to reach a "thermal runaway" condition, the material could be heated to a point that when in contact with other materials, it could produce flaming combustion. The evaluation of self-heating would require a difference analysis than would be required to measure the HRR.
