Hi Jim,
Current adopted code is what the architect/designer/fire protection designer is required to design to. Now, I can only speak for CA; when the state adopts for example the 2016 CA Building Standards, once they become effective, they are the statewide requirements regardless of if a local jurisdiction has failed to adopt them locally. What the state adopts is the minimum statewide and the local has missed their opportunity to amend the code. You will want to look into the code adoption process for your state for specifics.
