Scenario :
Weighing off a nicely-flammable solvent into an IBC (placed on a scale)
by hoisting (using a forklift) a full solvent IBC up over it,
fitting a plastic sieve over the mouth of the top IBC's steel ball valve opening
then decanting into the bottom IBC's opened plastic screw-cap via a steel funnel (resting on it's plastic rim).
Fire.
The IBC's are plastic inside a steel cage, only the bottom IBC's frame is earthed.
What standards apply? I've found NFPA 77, but is it normative or compulsory?
