I would think a review of NFPA 30 (Flammable and Combustible Liquids Code) would be relevant. Transfer of liquids can create the potential for static discharge on transfer pipe surfaces under some conditions.
The NFPA codes and standards are consensus model codes. Whether they apply depends on adoption into law in a specific locality. They potentially can represent the "standard of care" regardless of their adoption.
I would also look at the relevant Factory Mutual (FM) data sheets. They are now free to users and available "on-line."
