The flash point is only relevant when the liquid is not within a container with a vapor head space. Thus, for spills it is relevant, but for vapor spaces in containers, it is not. Not sure of the specific configuration of your containers, but could envision a spill that can pool the liquid. Static buildup on surfaces is more relevant to vapor head spaces where the charge can be dissipated through a flammable vapor space. This type of analysis is part of HAZOP analyses, but may not be part of the standards for static discharge and ignitable liquids.
A good starting point for analysis is Chapter 7 (Flammable Liquid Ignitability and Extinguishability) of Robert Zalosh's Industrial Fire Protection Engineering, John Wiley & Sons, England, 2003.
