Attorney Training Aid

Does anyone have or have a suggestion for a document that may assist a attorney who is new to handling fire cases? I'm running into situations where it appears that the attorney is intimidated by a circumstantial case and wants to nolle prosequi many of the cases they're presented. Following a sit down with the attorney it shored up my thoughts. I know the ATF had a course for prosecutors years ago but I'm not sure it is still funded. Thanks for the assistance.
