You are right. This was proposed by the science organization that Craig Byler is the chair of from what I understand. Randy Watson could tell you more.
A couple of private combines and maybe ATF have received accreditation from the American Association for Laboratory Associations (A2LA). The group that Byler is with had some question if ISO/IEC 17020 was the correct standard for accreditation.
ISO/IEC 17020 specifies requirements for the operation of bodies performing inspection. An important difference between inspection and testing is that many types of inspection involve professional judgment to determine acceptability against general requirements, which is why the inspection body needs to be competent to perform the task.
It is my understanding that the company or agency must show them that they are complying and have been complying for approximately 18 months prior to the accreditation inspection. When it comes to fire investigations the companies and agencies are using National Fire Protection Association 1033 and 921.
Why are they wanting National Fire Protection Association to come up with a new document I have not been able to get a good handle on as of yet.
