There are literally hundreds of regulations, codes, standards, guides, recommended practices, etc. that are established by numerous commercial and government and other regulatory agencies. The choice of which references apply to a particular investigation can't be answered in a simple sentence.
That being said, as a general answer to your question that the National Electrical Code is the primary document that is related to electrical activities. It is written as a "code" and in jurisdictions where it it is adopted, it is viewed as the law.
