Definition of "Weathered" Ignitable Liquid Residue (ILR)

Need some help . . . When the term “Weathered” is used in reference to an ignitable liquid residue (ILR) recovered “post” fire, what is the definition of the term?

(1) Where is the cut off point between weathered and not weathered?

(2) Does it have to do with the percentage of light ends that remain in the ILR compound?

(3) Can it be said, with a degree of scientific certainty, that because the recovered ILR is NOT weathered it is unlikely that the ILR was exposed to a fire environment and accordingly, is likely the result of contamination?
