As I read the proposals, a first-time applicant would be required to take a testimony course, but this would not apply to applicants for recertification.
The proposal to require two CFITrainer courses over a five year period seems like a reasonble one. I have enjoyed the CFITrainer courses I have taken, and have been favorably impressed with the course content. The argument that some folks don't have access to computers seems like a stretch. Certainly everyone on this forum has access. If nothing else, a fire investigator could go to a public library and access the course from there. It's a few worthwhile hours every five years, even if your employer doesn't give you credit for it.
None of the proposals seem unreasonable, and based on past experience, I would be surprised if any objections are acted upon favorably.
