To answer a couple of questions or statements:
Comments from anyone can be submitted for the consideration of the IAAI CFI Committee. The program is open to members and non-members so there is no requirment to be a member to comment.
The general membership does not vote on the program requirments of the IAAI CFI program. The committee opens a call for proposal, publishes the proposals and opens the comments phase, reviews the proposals and corresponding comments and submits recommendations to the Board of Directors for final approval and adoption into the IAAI CFI program requirments.
There is currently at least one UK course that has been accepted for the Courtroom testimony requirment (Bon Salon) and I would imagine that others would be accepted if they request such status and meet the general minimum standards required by the program.
