You missed the point. The issue is not whether 921 is authoritative, or whether its been recognized by the courts as authoritative. The issue is what should an expert witness say when asked whether any text is authoritative, particularly NFPA documents.
Dave, is there any authoritative text? and if so what makes you think that it is authoritative.
Let's not just limit it to NFPA 921, or any NFPA document. Is the state fire prevention code of Kansas authoritative? For that matter are any of the Kansas State codes authoritative? I don't mean to cross-examine you. You may take these questions as rhetorical, and remain mute on the topic, or you may answer. Whichever is your pleasure.
