Too bad they aren't all this simple. This is a case of the Scientific Method in its purest form.
If the issue is reduced to a single question, there are only two possible answers. Under the conditions given (or assumed) for this fire, either it IS possible for a fire to burn outside the enclosure (in which case the witness is incorrect) or it IS NOT possible to burn in that manner (the witness is correct). There is no middle ground, no "maybe" and no compromise position.
No matter which position you may take, the answer is scientifically proveable. The proof may take the form of a live test, modeling, or simply a calculation of the relevant physical factors such as the volume of air, nature of the fuel, ventilation, etc. The answer will be based on the laws of science, not on the opinions of any individual.
