There is a danger in going with local codes. Assume a jurisdiction has adopted a code, but left out certain requirements. Smokes, AFCIs and GFCIs come to mind. An event occurs, such as an electrical death. A working GFI would have prevented the death. The contractor gets sued for not installing the GFI. Following "local code" is no defense if the same contractor is installing GFIs in other jurisdictions.
