You are correct, 17020 caused heartache. As an example, ISO 17020 was cited as being applicable to a restaurant that wanted to grade the quality of the steaks that its diners received on the plate.
How was your dining experience?
Was the marbling appropriate?
Did the steak have a cool pink center?
Was the napkin of adequate size?
If a complaint was lodged against the steak, was the complaint followed up on appropriately? By whom? Was this documented?
Without an underlying standard, there existed the possibility that different fire investigate units could be certified differently, but to the same overall ISO standard. It is easy to say that "My investigation met 921," but we all have seen that show many times.
My own view - the ISO standard was too generic.
