I understand that and appreciate your post but apparently you are missing my point. Engineers are apparently exempt from this Standard as they are practicing Engineering and not as a Fire Investigator and are licensed to do so, which includes "investigations" by state statute.

We dealt with this issue in Oregon and the legislature finally exempted Engineers in 2003 from the PI requirement due to the definitions. The only apparent fix for 1033 is to change the name to "Standard Qualifications for Persons Conducting Investigations involving the Origin and Cause of Fire Losses". Then Engineers would be reincorporated back into the fold with the rest of us second class citizens, thus leveling the playing field. Use the majority of the same wording of the Scope as in 921 and incorporate it back into the 1033 document and then it is done.

I am also concerned and curious about the 1.3 requirement and how that may directly relate to more rural areas where the fire chief has statutory requirements to determine the cause and responsibility of all fires (UFC) and are in fact the AHJ in their district.

I understand your points and thoughts and in general I agree with them. However, as with the White Paper for the PI Statutes which was adopted by 39 of the 50 states, I don't think the 1033 people have thought things through completely. The exact statutory legislative language may be at odds with the NFPA's Standard Code, and then it is only selectively enforceable.

Again, these are just my observations and opinions.
