Licensing has noting to do with it. The issue in 1033 is only whether the individual meets the “professional level of job performance requirements for fire investigators,” as set down in the document.
If an engineer fulfills the definition of a “Fire Investigator” in 1033, [“An individual who has demonstrated the skills and knowledge necessary to conduct, coordinate, and complete an a fire investigation.”] then, in the eyes of the NFPA, NAFI, and apparently IAAI (all of which have adopted 1033 in some way), he or she must meet the “professional level of job performance requirements” in order to be deemed qualified.
The fire chief cannot be qualified as a fire investigator if he does not meet the requirements of 1033.
