First, a disclaimer: I have worked with many excellent and knowledgeable engineers over the years and have the utmost respect for the profession.
I have to agree with Chris. I am not an engineer, but have worked on O & C investigations with many over the years. While some have been CFEI's, most have not. Many were relatively fresh out of college. I doubt they had much knowledge of "Conduct search and seizure, conduct arrests, conduct interviews, maintain chain of custody, utilize criminal and civil statutes applicable to the situation,etc".
In Virginia, the DCJS folks who regulate PI's (thus fire investigators) have ruled that engineers are not "investigators" and do not perform "investigations". They are "consultants" performing an "analysis", therefore, they do not fall under the same rules. I wonder how this would play out if an attorney attempted to hold them to 1033 (which I have yet to see either)?
