In my opinion, it is the lack of understanding of how to reliably apply the Scientific Method to a specific set of facts in a specific incident to reach a reliable determination as to fire origin, fire cause, responsibility, and future mitigation.
Hypotheses are not being formulated with evidence and are not trying to be disproved with evidence.
Alternative hypotheses are not being considered based on the available evidence.
Hypotheses are not being tested against the available evidence.
Until this is remedied, reliable determinations will be elusive.
