NFPA Cpde Question

During my previous reading of NFPA 70 and/or other NFPA codes, I vaguely remember a requirement that all electrical work in commercial type occupancy be preformed by a licensed/certified electrician. I have been reading/researching this information trying to find this requirement, but have been unable to do so.
The situation that I encountered which has caused me to confirm this requirement is a businessman changing the type of occupancy from existing mercantile to new assembly (nightclub). I am trying to confirm this in order to resolve a dispute between a municipal government and local businessman. Can someone assist me with this information? Thanks.
