Have you contacted the local code enforcement? If there was a change in occupancy, it should have required them getting a new occupancy permit. I would thing this would be cause for review of the intended use by the building department's different agencies, such as mechanical and electrical. Most local ordinances have a provision calling for a locally licensed contractor to do the work.

The information in 70B is great until the court states it is not a legal requirement. I would check with the authority having jurisdiction and learn if it was adopted directly or by reference in that jurisdiction.
