The provisions of the NEC only require that work be done by someone who is "qualified". The NEC does not address or require a specific license or permit.

In the state of Alabama all electrical work must be done by state licensed electrical contractors. You can find the Alabama Electrical Contractors Board at [www.aecb.state.al.us]

Under the provisions of the Life Safety Code this change of occupancy means that the new occupancy is treated as "new" and must meet the all of the requirements for a new place of assembly.

The codes adopted by the Alabama State Fire Marshal establish the minimum requirements that must be met regardless of where the building is located in the state. The local folks have no authority to set aside the state requirements. There is an Alabama Attorney General opinion on this subject that says that a local muncipality may adopt more stringent requirements, but not less that the state.
