Here in North Dakota, the State has made laws concerning electrical licensing, who may do electrical work, and what scope of electrical work is required to be finished under the direct supervision of a licensed electrician. They have adopted the NFPA 70 and also a North Dakota Wiring Standard. I would look to the State for guidance on issues of licensing, as James has infered.
