Sounds some what typical of some ahj's.
1. they need to meet present code if changing occpancy types.
2. as stated before it is up to the ahj and or state what license is required.
3. a varience cannot be made to a code requirement only equvailent design or materials.
4. Also a NFPA standard has to be adopted or part of the base code for it to be enforced.
