Based on some new info, I believe I can shed some light on this issue.
Seems there are efforts underway to establish an on-line searchable data base on info from ATF research, including research info from closed cases. The problem is a gross lack of funding for the lab and associated lack of personnel. The funding and staffing problem is so severe, that unless it is a capital case with someone already in custody, it may be five years before the lab can look at the case. Further, the funding and staffing problem has resulting in a considerable amount of the laboratories equipment and capabilities still not being functional.
