Here is an issue that has not yet been addressed. ATF, like every other fire research group, has a wide variety of expertise, experience, training, and education. Any research which has not received scientific “peer review" is really only the opinions of the authors. True, there may well be experimental or demonstrable testing support associated with the research, but human nature being what it is, the problems of bias and checks and balances for objectivity and scientific accuracy are not abrogated just because the sponsoring agency is a government entity.
In order for any such research to be acceptable, ATF, or NIST, or even NAFI or NFPA sponsored, it must be put out to the scrutiny of the fire science community. Yes, this includes even Munger and Kennedy. As we all seem to agree, even this does not assure accuracy.
These projects should be appropriately published.
