As you pointed out Doug in previous posts, it completely depends upon your experiences and the various other factors of the individual case.
If you are dealing with a building or complex on the ground ok I get your point. If you are dealing with a localized RV Refrigerator compartment fire, or localized fuel line rupture on an automotive fire that was suppressed quickly, then respectfully, those are acceptable terms to use.
