Respectfully, unless you are citing some FORMAL INTERPRETAION from NFPA 921 (that I am unaware of), it is simply your opinion.
I have explained there are cases where such DESCRIPTIONS in a written document are appropriate, it doesn't mean that it was the basis of the investigation. Sometimes one has to stand back and look at the big picture.
