You make an excellent point. I think the present wording is good. The title of the document tells one what it is and what it is not. Understanding the term used to describe what the document is can be found in the NFPA official definitions and the beginning of the definition chapter.
In looking at the public input it seems to be coming from the committee which kind of surprises me. The only thing I can think of why NFPA is backing this is that they may have been called into court to explain the document. I know NFPA does not like having to testify about any of their document.
