Diesel Tank Explosion

A horizontal above ground diesel storage tank of 8 meters long and 2.5 meters dia. exploded yesterday at 1:30 AM. ambient temperature around 22 degrees C. but during the day was around 35 degrees. The tank is fitted with a vent opening of 5 cm dia.( without a vent cap) and a filling hole of 20 cm closed. The tank was filed with around 10000 liters of diesel fuel oil. The tank area is an open yard surrounded by residential buildings 30-50meters and several cafe trottoirs on the other side. No one noticed a fire or smoke just a huge explosion. the gas station was closed since several hours and workers were sleeping in a room on the roof. is there any possibility for an explosion to occur while the filling hole is opened (due to a fire caused by someone who was stealing diesel from the tank???)
