Doug,
I am not rejecting the possibility of a diesel to burn in appropriate circumstances but I strongly reject the possibility for a high flash point liquid such as diesel to explode without being heated enough to release vapors and pressre to rupture the storage tank by deflagration or BLEVE.
Concerning the Bonding/Grounding are something those people do not know anything about. During my investigation they ask me the permission to collect the remaining quantity of diesel from the second storage tank and trucks. I will send you a photo to see how they did it...No one extinguisher was nearby and believe me that I escaped the site and wait in an office until they finished. Other workers were cutting steel nearby the gasoline pump without any precautions...
