If the fuel is "splashed" due to the fill pipe being above the free surface of the liquid, then you can generate "high charge levels" within the tank that can increase the potential for a static discharge within the vapor space of the tank. Is this what you mean by "that would tend to make it a more suitable fuel for ignition without a lot of pre-heating"?
