Actually it has to do with the fact that the individual has stated in front of many individuals, that he is out to get (the client) if it is the last thing he does. The issue came to a head and the reason for the letter being written was that ABC Insurance Carrier was violating their own written policies for their vendor program by hiring this person who otherwise would not qualify. The letter was NOT addressed to him personally, rather to the insurance carrier for negligently not following their own written national guidelines and procedures.
He acts in the capacity of a fire investigator, yet is not certified as a fire investigator by either the IAAI or NAFI, is not a license private investigator as required by state law in 39 states, and has no formal training in fire investigation. However, I have personally witnessed him regularly wearing the emblem of one of the two trade organizations when on a fire scene. In fact, in Oregon, the person has received a Cease & Desist Order identifying him operating as a private investigator, not an expert, and to this day, he is still violating that order.
And FYI: that is not the only client that is doing that. Many of the large national insurance carriers are starting to go that route as well. Which is easier, trying to prove your case or go after your investigator's E&O Insurance if he screws up? Even read the trend in the Fire/Arson Investigator under Northern Exposure. This is becoming a new trend.
