Standard of Care Requirements for Fire Investigators

Would you assist me on evaluation the following statement? The Standard of Care for fire investigators is based on the principle that an investigator does not breach the legal standard of care, and is therefore not negligent, if the procedure used by that investigator is supported by a responsible body of similar professionals.
In your opinion is this an accurate statement, if not where does it go astray?
