While I must agree that it is indeed a great photo, what is depicted is the oxygen supply tubing and its pyrolysis products that are burning. The PVC tubing is ordinarily self-extinguishing, but in a 94% oxygen environment, it burns quite well.

Oxygen is reactive enough to allow the burning of a steel pipe underwater. Steel pipes filled with welding rods can be used for underwater welding. It is only necessary to pass a stream of pure oxygen through the pipe and supply a sufficiently robust ignition source.
