Let’s take a minute and look at the reason the phrase “To a Reasonable Degree of Scientific Certainty” is being used. Does this phrase make a difference on your determination as to the cause of the fire? If not, why are you using it? If it does not help the investigator’s confidence and reliability, why use it? I think using sound bites is not what going to make your opinion more acceptable to a trier of fact. What is going to do it is the confidence you portray in your report and testimony.
