We both may be right to some extent. I understand the goal of using the phrase. If one were to take the words “Scientific Certainty” one can conclude that it would mean the opinion is based of science, thereby elevating the opinion to a higher quality. Also, if only these two words are used one is declaring an absolute. The word “certainty” direct related to certain. When something is certain it is undisputable. As we all know there is nothing certain in science. This means one must quantify the word certainty. This is done by adding the word degree into the phrase. Where the phrase, “To a degree of scientific certainty” is used one has added a quantitative aspect. Now the investigator must be able to give a level of that certainty. I believe the level of certainty is subjective based on the belief of the person using the phrase. There is no way to measure the level scientifically.
If I understand the point you are making, you are using the phrase for the purpose of elevating the proception you are communicating to others as to the quality of your opinion. The phrase is nothing more than a cosmetic being used to embellish the methodology use to reach your conclusion thereby increasing the level of the opinion. It is not a science-based comment.
