It is not to a "degree of scientific certainty." It is a "reasonable degree of scientific certainty." You have applied the SM in a reliable manner and you have made a determination that is uniquely consistent with the available evidence. This is a qualitative statement that can be made to a reasonable degree of scientific certainty.It is also an acknowledgment that it it is the best that science can do. It is not absolute nor is it finite.
