As you have implied in your post, one way to deal with any potential limitations of the process and get the most mileage out of a publication is to publish in another appropriate peer-reviewed journal and then submit to the IAAI magazine for publication with copyright permission. CSE has done this with an article written by Jason Sutula in the July 2004 edition. It was originally published in Fire Protection Engineering magazine published by the SFPE. With copyright permission from SFPE, it was accepted and republished in the IAAI magazine.
The purpose of the Sutula article was to increase the exposure of the article to the fire investigation community that may not subscribe or read such peer-reviewed publications as Fire Technology (NFPA) or The Journal of Fire Protection Engineering (SFPE) that from time to time have useful information for fire investigators. Also, there has been a dearth of an acceptable pool of articles for publication in the IAAI magazine, which such a process could potentially help in this regard.
When did you speak with the editorial staff with respect to this issue? Was it prior to 2004 or is this requirement something new since 2004?
