My opinion is that this is not something that the organization has felt they needed to do to enhance the relevance and importance of 921 to the fire investigation community or demonstrate the organization's committment to the document and its evolutionary process.
Additionally, if the organization were going to make such a statement or take such a vote, it would appropriately be made by the entire membership not necessarily the Board of Directors or Officers.
As an officer of the organization, I beleive that I try to serve the membership well and govern the organization in their best interest but I do not believe proffering such an opinion on their behalf without a more in depth discussion and open vote would be in line with that.
Again, this is my opinion on why it has not been done and others may feel differently.
