What I am saying is there is no good reason to use the phrase. Hopefully, you are not relying on a phrase to reach a conclusion. I do not believe just this phrase increases one confidence in that they have reached the correct conclusion. If the investigation was done correctly, it should not be a factor in the trier of fact being able to rely on your conclusion.
I look at these types of phrases as a cosmetic. It is nothing more than a sound bite. To me when I see it, I wonder why the person must brag on himself. This phrase is different than one saying the methodology he used in the investigation.
When one says, “to a degree of scientific certainty”, I would ask that person to tell me what in science is certain that there is no possibility of a change.
