The written policy is:
"Submission of a paper for publication is understood that the content of the article is original and unpublished, and has not been submitted for publication elesewhere, if not, approval must be obtained for reprinting if accepted."
If the content is original and it has not been submitted for publication elsewhere, you should be able to meet this criteria. Perhaps you should revisit this issue with the appropriate person at IAAI.
