In the ROP for 921 a person used the term "acceptable level of certainty. My question is what is considered the accepted level of certainty for determining the cause. Is there really more than one level or should there be only one level. I have always thought you either know or don not know the cause. What it sounds like at this time a person would say I know the cause of this fire and believe the level of certainty for my opinion being correct is proable. Is this not a conflict in terms.
