AS I said this is my short version. If you are in the public sector you would take a long look at the owner/renter. We would do the same in the private sector but we would recommend to our client that an EUO might be in order.
There is a lot to consider when you look at security of a structure and it would take a long time to explain everything. Most is just common sense, follow your gut feelings but back it up with phisical evidence.
