You hit the nail right on the head. A consensus is only a specific group involved in that action. In the case of 921 it is only those who can afford to attend the general meeting that get to vote. Yes, can anyone suggest changes, yes they can. But the true question is what percentage of the fire investigation community get to vote on the document. The document is a consensus of those on the committee and those attending the general meeting. Is it a consensus of the fire investigation community in the United States, I do not think so. To me it is not even a consensus of the entire membership of the NFPA but just a select few.
When you couple this with the fact that the NFPA believes it is necessary to place, what I would call a strong disclaimer in their documents as to the accuracy of the content, I have concerns. I am not negative to the document itself but believe it should be used as it is designed by the organization developing the document. I believe it is a great document and is improving with each cycle and should be continued.
