Fire Cause Classification

With the removal of the concept of Fire Cause Classification in the latest version of NFPA 921, can anyone explain how a fire determination of an incendiary fire is made and by who? With what methodology and what evidence? What determinations can be made beyond Origin and Fire Cause?
Subsequently (and maybe premature), how is the information in the Incendiary chapter in NFPA 921 applied in a practical manner in the investigation of fires in the latest edition of NFPA 921?
